Who is Ticketing Service for?

The Ticketing Service is addressed to companies specializing in international trade in natural gas and to entities that import the gas to the territory of the Republic of Poland, including those still planning to launch such operations.

What is the Ticketing Service?

Pursuant to the Law of 16 February 2007 on Stocks of Crude Oil, Petroleum Products and Natural Gas and on the Procedures to be Applied in the Event of Threat to National Fuel Security or Disruptions on the Petroleum Market (hereinafter: Law on Stocks; to read the Law, click HERE), energy companies specializing in foreign trade in natural gas, as well as entities importing natural gas to Poland are obligated to keep emergency stocks of natural gas. The Ticketing Service provided by PST is an alternative form of implementation of the obligation to keep stocks to individual procurement of storage services. The Law stipulates the possibility to maintain emergency stocks also within the territory of another EU Member State or within the territory of a Member State of the European Free Trade Agreement (EFTA).

To a limited extent the Ticketing Service outside of Poland may be offered by PST subject to available capacity in gas storage facilities shortlisted by PST and our capabilities. Detailed terms and conditions, including remuneration for rendering the service, can only be established on a individual basis by way of bilateral negotiations. Unlike on the Polish market, the Ticketing Service (within the meaning set out in the Polish Law on Stocks) is a non-standard product in Germany, which means the process of determining its conditions is individualized and more time-consuming. As a provider of the Ticketing Service PST may in particular procure gas storage capacities (subject to further specification). The client will typically be responsible for the transport of natural gas ejected from the storage facility into Poland (e.g. procuring transmission capacities).

The Ticketing Service is provided based on the Ticketing Service Contract. Please bear in mind that the execution of the Contract is subject to prior consent of the President of the Energy Regulatory Office (Urząd Regulacji Energetyki, URE). The obligation to acquire the consent of the President of URE is stipulated in the Law on Stocks.
